Manila: Malaca±ang on Thursday affirmed that the Bangsamoro Transition Authority (BTA) will continue as the legitimate governing body of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) following the postponement of the first Bangsamoro parliamentary elections. The Office of the President (OP) stated that due to the absence of an election, the BTA will maintain its full powers and authority throughout the extended transition period until new officials are either elected or appointed.
According to Philippines News Agency, the OP emphasized that any changes in the composition of the BTA during the transition period remain under its jurisdiction, as dictated by law. The statement clarified that no formal reappointment is needed, as the current members will continue in their roles by operation of law until they are replaced or succeeded.
The OP underscored that the uninterrupted operations of the BTA are crucial for ensuring governance continuity, legal stability, and an orderly transition in the Bangsamoro region. This ongoing authority aligns with the Bangsamoro Organic Law, Republic Act 12123, and the Supreme Court’s recent decision to postpone the parliamentary elections initially scheduled for October 13, 2025.
The Office of the President reiterated its dedication to promoting peace, self-governance, and inclusive development within the region. The enactment of RA 12123 in February 2025 rescheduled the first regular elections in the BARMM to October 13, 2025, from the original date of May 2025, and stipulated that subsequent elections be synchronized with the 2028 national elections, occurring every three years thereafter.
A Supreme Court decision dated September 30 declared unconstitutional the redistricting laws passed by the BTA meant to guide the elections. The Court further directed the BTA to draft a new law defining BARMM’s legislative districts by October 30 and moved the parliamentary elections to a date no later than March 31, 2026.
