Call center agent yields P3.5-M shabu in Cebu drug sting

CEBU CITY: A call center agent was arrested on Monday night in a drug sting in Lapu-Lapu City and yielded a total of PHP3.5 million worth of illegal substance believed to be shabu, the police said on Tuesday.

 

Col. Elmer Salado Lim, Lapu-Lapu City police chief, said the suspect identified as Francis Belendes alias “Akang”, 35, and resident of Barangay Capitol Site in this capital city, has a pending drug case but was released on bail after his arrest on Aug. 20, 2022.

 

He said Belendes was arrested by the elements of the City Drug Enforcement Unit of the Lapu-Lapu City Police Office in Sitio New Terminal of Barangay Pajo after their intelligence unit placed him under closed surveillance.

 

“His arrest came due to our successful monitoring of her illicit activities. Accordingly, Akang was one of the personalities responsible for the distribution of illegal drugs in Cebu City and here in Lapu-Lapu, particularly in (barangays) Pusok, Pajo, and neighboring or adjacent barangays,” Lim said.

 

The police seized from the possession of Belendes 13 packs of a white substance believed to be shabu weighing 500 grams with a street value of PHP3.5 million.

 

The suspect who was working in a business process outsourcing company here has also reportedly become an illegal drug distributor and can dispose of at least 50 to 100 grams of shabu every week, Lim said.

 

Accordingly, Belendes would usually take a “habal-habal” ride in distributing his illegal drugs to different areas in this city and Lapu-Lapu.

 

Aside from his previous drug case, Belendes is also facing another charge for violating Republic Act 9165, the Comprehensive Dangerous Drugs Act of 2002.

 

He is now under the custody of the Lapu-Lapu City police

Poe calls for a clear policy on arrivals from China

MANILA: Senator Grace Poe on Tuesday urged concerned government agencies to craft a clear policy to be imposed on travelers arriving from China, which currently suffers a surge in the number of Covid-19 cases.

 

Poe said the national government should anticipate another pressing issue on the need for Covid-19 testing requirements for all travelers arriving from China ahead of the expected lifting of Chinese travel restrictions on Jan. 8.

 

She noted that other countries have announced that they are planning or have already started to implement stricter Covid-19 health protocols.

 

“Other countries like the US, UK, France, Canada, Japan, South Korea, India, Israel, Morocco, Italy and Spain have all reimposed their mandatory Covid tests and other rules on arrivals from China. The PH government should decide definitively on the matter and inform all travelers beforehand,” Poe said.

 

The country’s experience in the past three years, she reminded, has shown that delayed and uninformed Covid-related policies are sometimes deadlier than the pandemic itself.

 

“Now that we have reopened again, we need to build confidence that the Philippines is well-positioned and, hopefully, now better informed in the fight against Covid-19,” Poe added.

 

The United States recently announced that it would impose mandatory Covid-19 tests on travelers from China beginning on January 5 and require air passengers aged two and older a negative test result no more than two days before departure from China, Hong Kong, or Macau.

 

The US Centers for Disease Control and Prevention also urged American citizens to reconsider traveling to these areas.

 

The Japanese government also announced that it would require a negative Covid-19 test upon arrival for travelers from mainland China.

 

Those who test positive will be required to quarantine for seven days.

 

After implementing new border measures for China last Dec. 30, the Japanese government also plans to limit the requests from airlines to increase flights to China.

 

Set to leave for a state visit to China, the Department of Foreign Affairs announced that President Ferdinand R. Marcos Jr. would be unable to meet the Filipino community due to the Covid-19 situation.

Comelec resets first-ever election summit to March

MANILA: The holding of the first National Election Summit has been moved to March, the Commission on Elections (Comelec) announced on Tuesday.

 

Comelec chairperson George Erwin Garcia, in a press briefing, said the poll summit was pushed back from its original schedule set on the last week of January.

 

“We will be meeting with our officials in the main and field offices to discuss preparations for the election summit this March,” he said.

 

Commissioner Nelson Celis, head of the poll summit’s organizing committee, added that the event will be held from March 8 to 10.

 

He noted that the decision to move the holding of the summit to be able to give way to the special elections in the seventh legislative district of Cavite on Feb. 25.

 

“(In order) to give way for the special elections in Cavite on February 25, we will just move by about a month,” Celis said.

 

He added that they have so far held 26 pre-summit activities since October 2022.

 

“So far, we have had discussions on the new technology that could be possibly implemented for 2025 elections, full implementation of the digital signature, and the possibility of implementing blockchain technology, among others,” Celis said.

 

The election summit aims to provide a platform for a national dialogue and interaction with, consultation and participation of election stakeholders in the review, formulation, or enhancement of policies, plans, and programs in election administration and electoral enforcement and adjudication.

 

The recommendations from the summit will be endorsed for consideration by the Comelec en banc.

Ticket sold in Parañaque wins P19.5-M Mega Lotto jackpot

MANILA: A lone bettor in Metro Manila became an instant millionaire just two days into the new year after bagging the jackpot of the Mega Lotto 6/45.

 

In a statement Tuesday, the Philippine Charity Sweepstakes Office (PCSO) said the bettor from Parañaque City guessed the winning six-digit combination 04-26-38-15-34-17 from Monday night’s draw with a total prize of PHP19.5 million.

 

The bettor can claim the prize at the PCSO main office in Mandaluyong City by presenting the winning ticket and two identification cards.

 

As provided in the Tax Reform for Acceleration and Inclusion law, lotto winnings of more than PHP10,000 shall be subject to a 20 percent tax.

 

Winners have one year from the date of the draw to claim the prize, as specified in Republic Act 1169, the law on PCSO lotteries.

 

The 6/45 Mega Lotto is drawn every Monday, Wednesday, and Friday.

 

The PCSO is urging the public to patronize its games to generate more funds for health programs, medical assistance and services, and charities.

 

Through its mandatory contributions, the PCSO not only helps individuals in need of medical assistance but also provides funds to government institutions.

Rains suspend classes, work in 10 E. Visayas areas

TACLOBAN CITY: Work and classes were suspended in 10 areas in Eastern Visayas amid the bad weather which saw several areas in the region under red rainfall warning on Tuesday.

 

Tacloban Mayor Alfred Romualdez issued the executive order on suspension of work and classes in all levels as heavy rains caused inconvenience to workers and students coming to the city from different areas of the region.

 

“Aside from bad weather, many people have not yet returned to the city due to glitches in Manila Airport. This is recommended by the city disaster risk reduction and management office as a precautionary measure,” the mayor said in a video message.

 

Same executive orders were also issued by the local governments of Palo, Alang-alang, San Miguel , Tanauan, Tabon-tabon, and Julita in Leyte province; Basey, Catbalogan City and Marabut in Samar province.

 

The weather disturbance may trigger flooding in major rivers in the Eastern Visayas region, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said.

 

PAGASA Tacloban station chief Mario Peñaranda said in a phone interview red rainfall warning has been raised in the provinces of Leyte, Southern Leyte, Biliran, Samar and Eastern Samar on Tuesday due to heavy downpours.

 

“A red rainfall advisory is issued when downpours constitute an emergency. This is raised when observed rainfall is more than 30 mm (millimeter) within one hour or if rainfall has continued for the past three hours and is more than 65 mm,” Peñaranda added.

 

When PAGASA raises a red warning, communities should be prepared to respond. It means serious flooding is seen and that residents should be ready to evacuate to safety, Peñaranda said.

 

PAGASA identified several rivers in six provinces that would likely be affected by the downpour — Sangputan, Palo, Solano, Daguitan, Marabong, Cadacan, Bongquirogon, Salug, Pagbanagaran, Pagsangahan and Binahaan in Leyte; and Catarman, Bugko, Pambujan, Catubig, Palapag, Mano and Gamay in Northern Samar.

 

Other rivers include Oras, Dolores, Ulot, Taft, Borongan, Suribao, Llorente, Balangiga and Sulat in Eastern Samar; Basey, Silaga, Calbiga and Jibatan in Samar; Bisay, Himbangan and Pandan in Southern Leyte; and all river systems in Biliran province.

 

The heavy rain in the region is dumped by the low pressure area affecting Visayas and Mindanao and the northeast monsoon affecting Luzon.

 

In Antique in Western Visayas, the Provincial Disaster Risk Reduction and Management Office (PDRRMO) urged commuters to take extra caution due to the presence of light to moderate rains.

 

“Commuters are being advised to be careful especially along the mountainous road from Hamtic, Antique to San Joaquin, Iloilo being slippery because of the rain,” PDRRMO chief Broderick Train said in an interview.

 

Train said road sections from Hamtic, Antique to San Joaquin, Iloilo are undergoing repair.

 

“Many Antiqueños, who came home for their Christmas and New Year holidays, are now travelling back to their workplaces in Iloilo City or in other places that we have to caution them,” he added

PBBM seeks to elevate PH-China ties, reap more deals

MANILA: President Ferdinand R. Marcos Jr. on Tuesday expressed optimism that his first state visit to China will give a boost to Manila and Beijing’s relationship.

 

In his pre-departure speech delivered at the Villamor Air Base in Pasay City, Marcos said he sought to upgrade the Philippines and China’s ties to a “comprehensive strategic partnership” by broadening the two countries’ cooperation on key areas such as agriculture, energy, infrastructure, science and technology, and trade and investment.

 

“As I leave for Beijing, I will be opening a new chapter in our comprehensive strategic cooperation with China. We will seek to foster a meaningful relation and broaden our cooperation in various areas such as agriculture, energy, infrastructure, science and technology, trade and investment, and people-to-people exchanges, among others,” he said.

 

“In undertaking this trip, I continue that legacy of strengthening the bonds of friendship established between the Filipino and Chinese peoples and fostering bilateral ties to a higher plane of cooperation,” Marcos added.

 

Marcos made the remark, as he acknowledged that the current status of the Philippines’ relationship with China is “deep, multi-faceted and mutually-beneficial.”

 

China is the Philippines’ top trade partner, largest source of imports and second largest export destination.

 

China is also the second largest source of foreign tourists in 2019 and a key player in the inbound foreign direct investments and development assistance.

 

‘Numerous prospects, abundant opportunities’

 

Marcos also hoped that his scheduled meeting with Chinese President Xi Jinping during his three-day trip would bring “numerous prospects and abundant opportunities” that will benefit the two countries.

 

“I look forward to my meeting with President Xi as we work towards shifting the trajectory of our relations to a higher gear that would hopefully bring numerous prospects and abundant opportunities for the peace and development to the peoples of both our countries,” he said.

 

He noted that over 10 key bilateral agreements are expected to be signed during his state visit.

 

To date, there are more than 100 existing agreements between the Philippines and China.

 

“I hope to return home to the Philippines with a harvest of agreements and investments that will benefit our countrymen and further strengthen the foundation of our economic environment,” Marcos said.

 

As the country adapts to the “new normal,” Marcos said he would seize the opportunity to invite the Chinese nationals to visit the Philippines as “tourists, students, and investors.”

 

“Aside from sharing the wonders of our archipelago with our Chinese friends, strengthening people-to-people exchanges will allow us to bridge gaps in understanding between our two countries at every level,” he said.

 

“I shall push for the resumption of tourism and cultural cooperation between our two countries. In Beijing, we will seek to harness potentials of our vibrant trade and investment relations as we accelerate the post-pandemic growth of our economy,” Marcos added.

 

Marcos said during his trip to China, he will be joined by key private sector representatives who serve as his administration’s partners in boosting the Philippine economy.

 

Resolving political-security issues

 

Marcos said he would also discuss with Xi political-security issues to settle the issues concerning the two countries.

 

“In this regard, I also look forward to discussing political security issues of a bilateral and regional nature. The issues between our two countries are problems that do not belong between two friends such as the Philippines and China. We will seek to resolve those issues to the mutual benefit of our two countries,” he said.

 

Marcos also vowed to continue pursuing initiatives in priority areas to ensure food security, sufficient and stable energy and sustainable digital economy.

 

He also expressed appreciation for China’s assistance to the Philippines at the height of the coronavirus disease 2019 (Covid-19) pandemic.

 

“We are rising as a nation, recovering from the ravages of a global pandemic. In our unremitting fight against the onslaught of Covid-19, our cooperation with China helped strengthen trust between our two countries,” Marcos said.

 

“I recall our country’s profound appreciation and gratitude when China was there to extend its helping hand in the form of vaccines, personal protective equipment and technical assistance at the initial onslaught of the pandemic. You were the first to come to our aid,” he added.

 

This will be the President’s first bilateral visit to a non-Association of Southeast Asian Nations country
