’Amihan,’ La Niña to boost Angat Dam’s water supply

The onset of northeast monsoon or “amihan” amid the re-emergence of the La Niña phenomenon is brightening the water supply potential of Angat Dam in Luzon.

Water in Angat is still below its normal high level but “amihan” can change that especially with La Niña’s help, Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) hydrologist Edgar dela Cruz said on Saturday.

“Rain from ‘amihan’ will raise Angat’s water and bring this closer to its normal high level,” he said.

The water rise will improve Angat’s capability to serve its customers in the coming months, he noted.

According to PAGASA, Angat Dam’s 6 a.m. water level on Saturday was at 199.67 meters. Such a level is already 10.33 meters lower than Angat’s 210 meters normal high.

“There’s hope for Angat as ‘amihan’ affects this dam more than the southwest monsoon or ‘habagat’ does,” dela Cruz said.

He said the watershed of Angat is located closer to the eastern section of Luzon so this dam generally receives more water from the rain of “amihan” than “habagat” which mainly affects the western section.

“Amihan” prevails in the country from around late October to early March, PAGASA weather forecaster Ana Clauren said

It is usually rainy in eastern sections of the country during “amihan” than in other areas nationwide, she noted.

She said La Niña may enhance “amihan” that may further increase rainfall.

On Oct. 15, PAGASA announced the termination of this year’s “habagat” season in the Philippines.

La Niña re-emerged this year so most areas of the country may experience near- to above-normal rainfall between October 2021 and the first quarter of 2022, PAGASA added.

Gov’t works double-time to complete Marawi rehab: PRRD

President Rodrigo Duterte on Saturday promised that his administration will double its efforts to hasten to complete the rehabilitation projects in Marawi City.

Duterte made the vow as he led the commemorative rites of the fourth anniversary of the liberation of Marawi City from Islamic State-linked terrorists.

“Let me take this opportunity to reassure the people of Marawi that the government is doing its best to expedite the completion of rehabilitation projects at the soonest time possible. We, in government, are strongly committed to bring back the city’s glory,” he said in his keynote speech at the Rizal Park in Marawi City, Lanao del Sur.

Duterte said it is “very important” to rebuild the lives of residents of Marawi City that were destroyed following the siege that started on May 23, 2017 between government troops and the terrorists.

He added that the government’s resolve is to restore damaged properties and revitalize disrupted socio-economic activities.

“It is my pleasure to join you today as we mark this historic occasion by allowing the rays of hope to light up the darkness that once enveloped the City of Marawi,” Duterte said. “We will continue to foster cooperation among concerned stakeholders so that Marawi will be able to build back better and stronger.”

Duterte also lauded the Task Force Bangon Marawi (TFBM), local officials, and other partners for working together to rehabilitate the city.

He said the TFBM’s hard work to accomplish the programs, projects, and activities under the Bangon Marawi Comprehensive Rehabilitation and Recovery Program is “truly commendable.”

He also expressed appreciation to the TFBM and other stakeholders for their efforts and sacrifices that ensured the complete rehabilitation of the Grand Mosque.

“This place (Grand Mosque) holds a historical and cultural significance in the lives of the Maranaws. We rejoice as a nation and the Grand Mosque of Marawi brings hope anew for our Muslim brothers and sisters,” Duterte said.

Duterte hoped that there will be no more Marawi-type siege in the country while commending state forces and the locals for their “bravery, sacrifice, and determination” in defending and liberating Marawi City.

“To the people of Marawi and to our kababayans (countrymen), rest assured that this government, this administration remains steadfast in securing our nation against terrorism, violent extremism, and other lawless elements,” Duterte said. “With your support, I am confident that we will overcome any challenge that may test our strength and unity as a nation.”

The government declared Marawi City free from the Maute terrorist group in October 2017, or nearly five months after the war started.

On June 28, 2017, Duterte inked Administrative Order 3 which created the TFBM that is mandated to oversee the rehabilitation, recovery, and reconstruction efforts in Marawi City and help displaced families recover.

TFBM Chairperson and Housing Secretary Eduardo del Rosario said on October 1 that around 30 infrastructure projects have been completed.

He reiterated all projects in Marawi City will be finished within Duterte’s term.

Dabawenyos troop to PhilSys mall sign-up sites

Registration for the Philippine Identification System (PhilSys) here has resumed after it was suspended May 26 in compliance with quarantine restrictions.

Registrants have been trooping to SM Ecoland here since October 11 and at the cinema lobby on the second floor of SM Lanang Premier since October 13.

Only applicants with appointments for the Philippine Identification (PhilID) card will be accepted Mondays to Sundays from 8 a.m. to 3 p.m.

PhilSys-Davao clarified that the sites are for the Step 2 biometrics process of those who have completed the Step 1 sign-up online or during the house-to-house visit of registration staff.

Walk-ins will be accepted in place of those who did not show up.

“So happy ‘coz finally, I finished Step 2 and will just wait for my PhilID card,” Arnel Rebayla posted on Facebook on October 12.

The Philippine Statistics Authority has partnered with SM Malls nationwide for the implementation of PhilSys.

As of September, more than 34 million Filipinos have finished the registration process while 5,024,018 PhilID cards have been released to the Philippine Postal Corporation for delivery.

Signed into law by President Rodrigo R. Duterte in August 2018, Republic Act 11055, or the Philippine Identification System Act, aims to establish a single national ID for all Filipinos and resident aliens.

The national ID shall be a valid proof of identity that shall be a means of simplifying public and private transactions, enrollment in schools, and the opening of bank accounts.

It also seeks to boost efficiency, especially in dealing with government services where people will only need to present one ID during transactions.

LPA spotted west of Coron, Palawan

A low-pressure area (LPA) that has been spotted 405 km. west of Coron, Palawan, and embedded along the Intertropical Convergence Zone (ITCZ), will affect Luzon and the Visayas.

In its 4 a.m. weather bulletin on Saturday, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said cloudy skies with scattered rain showers and thunderstorms brought by the ITCZ will prevail over Palawan.

Partly cloudy to cloudy skies with isolated rain showers or thunderstorms brought by the ITCZ and localized thunderstorms, meanwhile, will prevail over Metro Manila and the rest of the country.

Moderate to strong winds headed east to northeast will blow over Extreme Northern Luzon, bringing moderate to rough coastal waters.

Winds for the rest of Northern Luzon will be light to moderate and headed east to northeast, with slight to moderate seas.

The rest of the country will have light to moderate winds headed southwest to southeast, with slight to moderate coastal waters.

The temperature in Metro Manila will range from 24°C to 31°C; Baguio City, 16°C to 23°C; Lipa City, 25°C to 31°C; Puerto Princesa City, 25°C to 31°C; Metro Cebu, 24°C to 31°C; and Metro Davao, 25°C to 33°C.

La Union declares state of calamity after ‘Maring’ onslaught

The provincial government of La Union is now under a state of calamity by virtue of Sangguniang Panlalawigan Resolution No. 1413 approved on Friday due to the effect of Severe Tropical Storm (STS) Maring.

“As of October 14, in the initial Damage Report of (STS) Maring in La Union, 259 barangays, 38,812 families, 135,881 persons, and 4,263 houses were affected. According to the same report, two people were injured, three missing persons, and no death,” the resolution read.

A total of PHP369.3 million worth of agricultural products were damaged including rice, corn, vegetables, and fisheries while livestock damage including carabao, cattle, chicken, duck, fighting cock, goat, sheep, swine, and turkey amounted to PHP5.2 million, it added.

The Initial Infrastructure Damage Report shows PHP63.1 million worth of damage on 17 roads while initial damage on 14 agri-infra projects cost PHP48,000.

“Continuous recovery efforts such as relief operations, infrastructure restoration, road clearing, donation drives, and damage assessment for possible aid are continuously conducted by the concerned provincial government of La Union offices. A total of 18,998 relief packs were distributed in highly affected areas,” the resolution said.

Private and public sectors also came together to extend help to those who are badly affected as the La Union Agri-Tourism Center continues to accept monetary and in-kind donations from 8 a.m. to 5 p.m. daily including weekends.
