Pangasinan shifts to heightened GCQ from Sept. 8 to 30

The province of Pangasinan, except for Dagupan City, will be under general community quarantine (GCQ) with heightened restrictions from September 8 to 30 as approved by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID).

Governor Amado Espino III issued Tuesday Executive Order No. 0102 or the guidelines on the implementation of the province’s new quarantine status.

“Any person below 18 years old, those who are over 65 of age, those with immunodeficiency, comorbidity, or other health risks, and pregnant women shall be required to remain in their residences at all times, except for obtaining essential goods and services, or for work in industries and offices or such other activities permitted under this Order, the Omnibus Guidelines, and latest Department of Trade and Industry issuances,” Espino said in the EO.

The province-wide curfew remained from 8 p.m. to 4 a.m., he said.

Espino also warned of penalizing persons not wearing face masks and face shields at all times, especially when going outside of their residence.

Gatherings with any person outside of one’s immediate household shall be prohibited.

However, gatherings that are essential for the provision of health and government services or humanitarian activities authorized by the appropriate government agency shall be allowed.

Religious gatherings shall be allowed up to 10 percent of the venue capacity but concerned local government units (LGUs) may increase the allowable capacity up to 30 percent of venue capacity, Espino said.

“Gatherings for necrological services, wakes, inurnment, and funerals for those who died of causes other than Covid-19 (coronavirus disease 2019) shall be allowed but limited to immediate family members, and not more than three nights while visits to memorial parks, cemeteries, and columbaria shall be limited to not more than 10 persons per group,” he added.

Meanwhile, component municipalities or cities that are declared as critical zones are encouraged to observe a “No Movement Day” at least once a week.

“During ‘No Movement Day’, no person shall be allowed to leave their respective residences, except for authorized persons outside of residence (APOR) and those accessing essential goods or services, such as food and medicine. The day shall be utilized for disinfection of public places,” Espino said.

Included in the guidelines is the Oplan Sita wherein the local IATF may form a task force to monitor compliance with the EO and other Covid-19 regulations, as well as catch violators and implement continuous information dissemination.

LGUs are mandated to implement weekly market schedules for the barangays in their respective localities, while barangay officials are directed to issue quarantine passes per household.

“Videokes and karaokes outside of the residence or anywhere open to the public view shall likewise not be allowed. Al fresco dining shall be allowed at 50-percent venue capacity while indoor dine-in services shall be allowed up to a maximum of the 20-percent venue capacity,” Espino said.

Indoor non-contact sports courts or venues, fitness studios, gyms, or other indoor leisure centers or facilities, and swimming pools, indoor sports, courts, or venues for contact sports, scrimmages, games or activities, indoor visitor or tourist attractions, libraries, archives, museums, and galleries, and cultural shows and exhibits, among others, are not allowed.

Non-APORs and tourists from areas under enhanced community quarantine and modified enhanced community quarantine (MECQ) shall not be allowed entry into Pangasinan.

Non-APORs, non-essential, and tourist travel from other provinces, MGCQ or GCQ, shall be allowed subject to a negative reverse transcription-polymerase chain reaction test or rapid antigen test before traveling as a requirement, and register to the S-pass (Safe, Swift, and Secure passage) travel management system, the EO said.

A Covid-19 domestic vaccination card shall serve as a sufficient alternative to any testing required by the LGU but the traveler will still undergo health and exposure screening upon arrival at the destination LGU.

Meanwhile, Dagupan City, a chartered city of Pangasinan, will be under GCQ until Sept. 30 while Sison and Pozorrubio towns under MECQ until Sept. 9 and Manaoag town until Sept. 19.
