Iloilo City, province on MECQ until Sept. 7

This city and province of Iloilo will remain under modified enhanced community quarantine (MECQ) status from Sept. 1 to Sept 7, 2021.

Executive Order (EO) number 85 signed and released by Iloilo City Mayor Jerry P. Treñas on Tuesday, said the movement of people will still be limited to accessing essential goods and services from permitted establishments, work, and other activities allowed by the Inter-Agency Task Force.

Based on the EO, the mayor said inbound travelers within Panay island are limited to work, medical needs, accessing government services, transport of goods and/or construction supply, humanitarian purposes, and vaccination.

Also allowed to travel are returning overseas Filipino workers (ROFs), locally stranded individuals (LSIs), authorized persons outside of residence, and returning residents.

“Border control shall be strictly implemented by enforcers with due consideration of the necessary protocols and relevant documents required of travelers, among other screening and verification methods in limiting essential travels,” he said.

For inbound travelers from Negros Island, only APORs identified under the IATF Omnibus Guidelines are allowed such as health and emergency frontline services and uniformed personnel; government officials and employees on official travel; duly-authorized relief and humanitarian assistance actors; persons traveling for medical or humanitarian reasons; persons going to and from the airport; anyone crossing zones for work in permitted industries; and public utility vehicle operators.

Non-APORs have to comply with the S-PaSS (Safe, Swift and Smart Passage) travel system, and negative reverse transcription-polymerase chain reaction (RT-PCR) test.

Outside of Western Visayas, only ROFs, APORS, and returning city residents are allowed to travel here subject to required protocols.

Meanwhile, Iloilo Governor Arthur Defensor Jr. in EO 306-B released on Monday will only allow APORs, returning residents, ROFs, and residents of this city and Guimaras to travel to the province.

Those returning residents coming from other areas of Western Visayas will only be allowed entry to the province if they are asymptomatic and also need to coordinate with their local government unit (LGU) of destination.

Returning residents from outside of the region, in addition to being asymptomatic, have to present a negative RT-PCR result and notice of coordination with their LGU.

Those symptomatic regardless of whether they came from the region or outside of Western Visayas will be admitted to a quarantine facility.

ROFs shall have to comply with the procedures administered by the Overseas Workers Welfare Administration (OWWA).

“The province shall advice Iloilo City and Guimaras province of the entry of their returning residents through its provincial borders for their imposition of quarantine measures and health protocols,” the EO said.

All orders shall take effect starting Sept 1.
