Albay sailing ban on small vessels stays

The prevailing and forecast bad weather in different parts of the country is not significantly affecting Bicol, but small vessels are still not allowed to venture out into the sea, the Albay Public Safety and Emergency Management Office (Apsemo) said Tuesday.

Dr. Cedric Daep, Apsemo chief, said in an interview that the occasional rains being experienced in Albay were merely triggered by “localized thunderstorms”.

“Because of this, Apsemo is not issuing any advisories except for gale warning that bans sailing by small fishing vessels due to big waves in the seaboards of the country,” he said.

Last week, venturing out into the open sea was also banned in the province due to Typhoon Odette.

On Tuesday, The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) forecast that Luzon would experience moderate to strong winds going to the northeast to east direction, while coastal waters would be moderate to rough and 1.2- to 2.8-meter high.

It added that the northeast monsoon would bring partly cloudy to cloudy skies with isolated rain showers to Metro Manila, Central Luzon, Cordillera Administrative Region, and Ilocos Region, with no forecast significant impact.

In other parts of the country, it added, partly cloudy to cloudy skies with isolated rain showers or thunderstorms would be triggered by localized thunderstorms that could result in possible flash floods or landslides during severe thunderstorms.

Paul Alanis, resident volcanologist in Bicol of the Philippine Institute of Volcanology and Seismology (Phivolcs), said in a separate interview that the moderate to heavy downpour over Mayon Volcano is not enough to loosen lahar and other volcanic debris downslope.

“Based on the amount of rainfall measured by PAGASA in the past rainy days, the possibility of lahar flow or even flash floods around Mayon is still remote to take place,” he said, adding, however, that they would continue to monitor the weather for possible lahar flows around the volcano.
